It has long been considered common courtesy here to ping someone if one is talking about him or her in a post. I kinda ignore that "courtesy" when quoting J.R. (like I'm doing in this reply) I quote him frequently, giving him credit, and figure it's more courteous to not ping him every time. If I ever quote him about something I disagree with, I'll be sure to ping him.
The man probably gets hundreds of pings daily and that's a lot to try to keep up with.

I agree with that, but in this case the poster was not quoting Jim. He was "talking about him". As he said in his post:
O is it a rule here that I have to ping the person I am critical of?
He was criticizing Jim. Imho, he should have pinged Jim to give him the opportunity to respond to that criticism.
