I can't see any gain to be had from following a girl who might have had a relationship with the kenyan student in the early part of 1964, it seems she had nothing to do with Ruth, to whom this memo probably refers:

From what we do know of Ruth, she says she met him about a month before he left Boston to return to Kenya, she followed him a few weeks later, and they married on Christmas Eve, 1964.

On page 12 there is a reference to age of 27 and Ruth would have been 27 at that time.
