Yes it is, if you get the child to strike seductive poses or simulate sex acts. The sexual exploitation of a child is a criminal act.
The parents, producers and adult participants should be charged. If it doesn't get to that point, they should at least be named, blamed and shamed as a corrective to them, and an example to others.
That’s a right of passage for their “culture”, or lack thereof. There would be no shame amongst their peers, unfortunately.
