Everything the NLRB is doing with Boeing it is doing under existing statutory authority.
A second-term Obama won’t need one Congressional vote for the NLRB to dismantle the big box retailers’ unionization defenses, nor can any Congressional vote block the NRLB as long as Republican majorities are not veto proof.
Not if the GOP congress defund the NLRB or reduces their power....
Also there are the courts to decide ultimately what power the NRLB really have....
