So he LIED on the application, swore to it, and he got a REAL COLB by doing so. That is absolutely fraud. He lied on his SS$. he lies every time he blinks. Please explain to me again why it needed to be a forgery when HI issues COLBs for selfsworn applications...and WHO this scam benefits.

One possible reason is that Hawaiian law requires that any amended birth certificate CLEARLY indicate on the certified copy that it was AMENDED. If that was on the COLB, then everyone would ask, “What was changed, when and why?” So he might have lied on an application, swore to it, and got a REAL COLB; but, iirc, it would have listed the amendment(s) on it. He would not like THAT COLB and so would have to create a new one that looked as if nothing changed from the day he was born.
