Births are not cars and neither are semi's who have to have prorate licensing for multiple jurisdictions. To this day, applications are processed in order received. Ask me how I know?
I filed our prorate licensing renewal last week, I called the SD dept of reg & regulation (Ashlie the state employee assigned to our account) to make sure it was received and all the paperwork was in fact in order. I was told it had been received but had not been processed and would be processed and subsequently go out in order that they came in.

What BuckT is talking about is temporary paper plates aka dealer plates, that are not nor ever could be actual registration of title by the purchaser.
