One explanation for the out-of-order serial numbers might be that several serialized stacks of birth certificates were made available at different hospitals.

Eleanor Nordyke told WND she thinks her twins got lower numbers because she went into the hospital Aug. 4, 1961, and was in labor for 20 hours before she delivered. She speculates that Ann Dunham came in after her and was given a later number, even though Dunham's baby was born earlier. Nordyke's twins were not born until the afternoon of the next day.

It's possible that when Okubo said the serial numbers were assigned at the main office she meant the serial numbers from each certificate were indexed into the master vital statistics files. She may not have meant "generated" at the main office as you seem to interpret her statement.

I found serveral instances on the Net of references to hospitals receiving a block of pre-assigned numbers to be stamped on blank certificates. I'll post them here later.

Cool. Most of that seems to be speculation however. So fat the only official thing is that the numbers were done in the Office in Honolulu.

LOL this IS funny.... you can’t believe everything you read on the internet.

In a real way I think the Birth Certificate stuff is a goose Chase. The real meat lay on the counter in front of us in a package labeled “BRITISH FATHER”. That is what made it impossible for Obama to ever have been, at any time, an NBC.

As I've said before, each step of the process has it's own set of numbers as per their own housekeeping. The hospital may put it's own record keeping numbers on it. The city/county also writes on it the volume and page number where they've filed it. The state then puts the final certified number on it. Perhaps it's the individual hospitals who pre-print their own forms.

Also what has been stated is that the time it took for the various islands to forward the records to the state was several days. With that, if each hospital on each island had their own special stack of blank pre-numbered forms then you would have out of sequence all over the place. The big island would be submitting certificates thousands of numbers past what the smaller islands with far fewer births in to the state. Talk about total chaos. What you're proposing is impossible.

The simple issue here is that nobody knows for certain exactly what the process was for assigning numbers to these documents in 1961. And in any manual batch process of documents, numbers get assigned based on what order the documents are in the stack.

And those stacks have any number of opportunities to get shuffled as they move through the batch process. We've already talked about how blocks of numbers can be given out to different hospitals, something that apparently was done at certain times in Hawaii, though we have no idea what they did in 1961. But even if the numbers were assigned in Honolulu, it was a batch process.

Did somebody alphabetize them on the way? Did somebody drop the stack and pick them back up? Were multiple births set aside separately for special reporting purposes? Were the papers stamped with the date received as they came in, and then put in a pile or pending file for numbers to be assigned later in the day, or later in the week?

The answer to all these questions is that we don't know, and we probably will never know. We only know this:

1) The numbers assigned to Obama and the Nordyke twins are so close that they must have been processed in the same batch.

2) The numbers would have been assigned based on what order the papers fell in the batch, and that could have had exactly nothing to do with any of the dates stamped on them.

Therefore... butter's speculation has no basis whatsoever, and her claims that (again) the DOH is accidentally telling her things that they have never actually said are no more valid than all the previous times she's made them.
