No, it doesn't negate requirements. But what it does do is establish who is in fact President and therefor how they may be removed from office.

The Constitutiona details how a President may be removed. It does NOT list how to remove someone that doesn't meet therequirements. IF the "elected" do not meet the requirements, they are NOT President no matter HOW much hocus pocus jibber jabber goes on.
