The one thing that rings so true with your story is the scarcity of Africans in Hawaii (note: not African-Americans). When Barak Sr. enrolled at the university, he was hailed as the first African student. He was treated as someone unique and special, obviously because he was. And his status as a local hero for being the first African student helps explain why his race would logically be listed as African on the COLB.
If someone else came along later and talked about being born in Africa, it would also stick out like a sore thumb, especially when it’s a specific area that you knew.
