Certainly. The image file was deleted from Commons by an admin on Aug 4, after being there for two days. However, I do know that admins on a wiki can still see deleted images. This means that right now, only someone who has admin status on Wikimedia COmmons would be able to see this document. I don’t know what would be the best way to go about requesting a review of the deleted image from the friendly admins there. I guess maybe ask all of them at once, and then if even one of them looks at it, copies it, and makes it available, we can all see this purported Kenyan document that I saw. Another strange thing is that it looks like the uploader was in south Netherlands, but I don’t know what the significance of that could be.
