"A republic was declared on December 12, 1964. The document says Republic of Kenya. It is dated February 17, 1964. Good work. So then it's a hoax.
This is post colonial Kenya in the '60s.....

How can 'saving costs' play into this? This is from February 64 - 10 months before Kenya officially became a Republic - December 64. If anything, they jumped the gun and added costs - the minimum 10 months prior.
