By common usage, we have long referred to the US as being a republic. Yet the US Constitution does not refer to the US as being a republic. The closest is that it guarantees a “republican form of government” to the states.

The U.S. emerged from a successful rebellion and could do whatever it wished. Kenya was a creature of English legislation. At least that Registrar Lavender would likely have originally been appointed by the Foreign Office. He would never have used the term "Republic" unless that was accurate. Starting December 12, 1964, however, they could have put a picture of Jomo Kenyatta singing the Internationle at the top of every page for all the English could do about it.

Kenya became independent on December 12, 1963.
