Because this is a 1964 certification of information found in birth registry books from 1961. E. F. Lavender supposedly made the registration entries in 1961. He’s not issuing this certification in 1964, someone else is. The person issuing the 1964 certification signs the 1964 certification. E. F. Lavender, presumably, signed the book entry in 1961 but we don’t have that in front of us—we sure as H.... wish we did. But Obama sent Rahm over to seal it up.
This has probably been answered several times over, but I am trying to catch up, so none-the-less ... the copy you are looking at is a certified copy of the original certificate, requested, as BP2 so eloquently illustrated perhaps why, 3 years later. The typed name is affirmation of the signature on file.
