What do you mean “embossed”? Stamped? It’s a certified copy, attesting to the fact that there’s an original document on file at the Registrar’s office
The document has what appears to be a seal with raised borders. This is what my birth certificate looks like, or the copy I have it.
So does the Kenyan BC also have a raised stamp? If so, that implies that someone on the inside had access to it.
