That’s a rather valuable commodity, don’t you think? If you have a blank form you can turn into a credible birth record for the POTUS, you don’t screw it up by making an obvious and very avoidable historical error.

You presume a level of competence that the forger may not have had. This might be a hastily created $1,000 forgery, not a $1 million forgery. Or it might be legitimate.

If someone were trying to set himself up in the Obama birth document business, and he had no real forgery skills, but he somehow managed to acquire a blank, valid Kenyan birth registry form from say 1966, he might be tempted to try to pass it off as a 1964 form, hoping that the "Republic of Kenya" reference on the blank form would not raise a red flag. All he would need besides that form was publicly available information about Obama's birth, an old typewriter, a way to avoid being identified, and a chump to buy the product.
