That is not a zero. Compare it to the name Obama on the cert and you’ll see it’s an “O” It looks like that is a reference to the 44B location in the registry referenced at the bottom. O likely means it’s categorized by his last name and the 47 could be a number of things.

That's a rather petty thing to get excited about. In the 196Os, as this was not entered on a computer with its field-level validation, it would not have mattered particularly if the typist entered O or 0. I work on computers all the time and frequently enter O in place of 0 (but in my case I have to correct it).

I'm more concerned about the names of the Registrar officials, determining whether "Republic" was in use in early 1964. One thing that could answer many of these questions is a scan of a birth certificate or four from (a) Kenyan(s) born after December 1963 and before December 1964. Man, that would answer a lot of questions!
