I would guess that many Kenyans were using the term "Republic" even though the British Order in Parliament simply reads "Kenya"

I have yet to see any evidence of Kenyans calling their country a republic before Dec 12th 1964. I don't see that you have provided any evidence of it.

A group of officials saying they wish their country was a republic is very different from a government officially putting REPUBLIC in official document headers and seals before they actually adopt it!

In any case, the first public annoucement that they intended to move in a Republican direction did not occur before mid August 1964, 6 months after the document in question was issued. I don't understand why you would guess that many Kenyans would use the word "Republic" when they weren't one. The Queen of England was their head of state.
