That is a jpeg compressed image which is a coding method optimized for smooth and slow color & intensity transitions (based on Fourier transform i.e. approximation of the function by waves; with jpeg the waves are in 8x8 pixel squares and are limited to fairly low frequencies, which breaks down the approximation around the sharp edges). Consequently, all the sharp lines or edges will have much larger color errors than smooth transitions relative to the uncompressed image. You can see the very same "pixelation" artifacts around not just the typed letter, which were one would require editing if it were a fake, but around the printed form letters as well as around the folds and creases (see the image, zoom it first).
