From my history class, and I could be wrong, Biden would become President until such time as as the House can convene its members. It will then VOTE on President from the candidates who qualified that still remain. Whether Hillary will be allowed to enter into that vote is unclear to me. The States will them get one vote each and cast it for president. This has happened (vote for President in the House) before Historically. The house then votes for VP. Based on how the states voted in the past for McCain and Obama, McCain would win. But that speculation because the House members are not required to cast their votes that way.

So who gets to be in that vote ballot... yea, it gets REAL interesting.
