We know based on this that Obama has had birth records submitted to state of Hawaii by August 13, 1961 for his Aug 4, 1961 birth. Nah what we know is it is possible birth records were submitted to the state of Hawaii by August 13. We do know it is possible Ann called mama from Kenya told her it was a boy and mama filed the at home birth documents that possibly gave rise to the birth announcements.

Especially if she had been planning on coming home for the birth then got stuck in Kenya, Mom might have been planning on putting an announcement in the paper anyway and, under the circumstances, went ahead and did it. Doesn’t explain the fake address, though.
Unless, Mom was trying to hide from people the fact that her daughter was in Kenya with that Kenyan baby daddy, if she was trying to mainstream things for her daughter a tad.

Bingo! I'm beginning to believe this could be the case with how liberal Hawaii's birth certificate laws were at the time.

Probably not a call. I think telex or Western Union. I am told that phoning outside of Africa in the 60’s was a nightmare but telex and WU were very common.
