The Congress is endowed with an acute survival instinct. If public opinion becomes so plain that individual congressmen and senators understand that their sinecures are on the line, they will vote to impeach. That is no easy task. It runs counter to their party loyalties, counter to political correctness, counter to the entrenched power of the Democrat party and the liberal establishment, counter to the press, and counter, sadly, to a lot of rinos.
