That's Charles T Payne, he was Deputy Director of the Library at the Univserity of Chicago from after he finished whatever he studied on the GI Bill until his retirement some 60 years later, with his wife Melanie and a man I think is their son. They lived in Hyde Park and Melanie was on a committee in some small capacity, with the wife of David Axelrod.
