Excellent question, although, this is the first time I've read anything about the "Intelligator" service and it being searched (specifically) for " Criterion: Barack Obama STATE = IL Search Results: Name: BARACK H OBAMA" (from the main leter, pg 9).
Is it possible that that particular database wasn't searched with that particular query?

Is it possible the the two Obama’s switch identity at some time. It would allow one to study under the others name, marry etc with out scrutiny by the authorities.
Had a friend who BIL took her husband's ID without his knowledge....What a mess!
