But to answer your's, if your rebel thought police round up all the liberals and Muslims and homosexuals and all those deemed undesireable, and if they were citizens of the United States prior to your leaving, then of course they would be allowed in. See, we would still have that pesky Constitution that you hold in such contempt and even these people would have rights. I may not be thrilled with all of them but there it is.
