Yes the state, not the county, would be the authority. If the House of Delegates says no, so be it, if they say yes, even better.

According to your way of thinking if the state government decides to secede then it is a done deal wither or not the citizens approve of secession.

Once again you have proved what I have always said about the south and secession, according to you the rights of the state trump the rights of the citizenry.

That is Totalitarianism at it’s very core.
