No, it does not suggest the disaffected will vote for Hillary, but it also does not suggest they will vote for Rudy.

Rudy will not win the Republican primary without solid 70+ acceptability to Republican voters. He does not have it now and as the campaign moves along it will most likely diminish as he is forced to address his positions and his views become better known. In February of 1999 Bush had an 80% favorability rating among Republican voters.

So you're saying conservative primary voters are going to vote for Washington insiders who as Congresscritters/Senatcritters had their chance to implement a conservative agenda instead of stoking their fat egos and running for the WH who pander to the far right, only to get blown away in the general.
