Within reason, yes. What sometimes happens is people think they can whine to the moderator that they asked someone not to ping them, then they turn around and ping someone else about the person they don't want to be pinging them. It's not a way to take a cheap shot behind someone's back without having to face them.

It really irritates me to have to be explaining common courtesy that should be observed in every day life by most adults to Freepers. We really are better than this.
