These folks would be paid what Mexicans are paid, maybe less so they can do the jobs Mexicans wont do. They would be better off than where they are now. Of course this would be voluntary and the gov't or UN could observe to make sure there was no mistreatment of the new workers.

Granted.. They would..
There are many things to consider though..

Firstly, Africa is an AIDS "hell".. It is rampant..
So, everyone would have to be subjected to health exams..
Secondly, their culture is totally foreign..
Many don't understand simple things like not leaving the baby in the car.. ( I know, we've got native-born americans that can't comprehend the concept either..)
Third, religious belief.. A lot of muslims..
I have a problem with importing muslims.. sorry, just a sign of the times, I guess, but it's a problem..

I'd be a lot more willing to offer those jobs to say, Vietnamese, Thai, Laotian, or Indonesians..
If it's just a "black" thing, then how about Brazilians? There are plenty of black Brazilians..
