No more so than 'shine, bathtub gin, and so forth. If it were legal to grown, sell and buy, most users wouldn't bother growing it, any more than most drinkers run their own stills. After all, all that takes is some sugar and some tubing, a bit more if you are trying to make beer or drinkable wine.

If anything, it appears to be considerably more difficult to grow high-potency marijuana than to distill alcohol.

I don't think so. I knew some fellas that grew in their bedroom. All it took was some soil and lamps. Growing for personal use is very simple. Hemp is a very durable plant that requires little maintenance or chemicals.

Making good shine takes considerably more skill. Especially since you can get poisoned from drinking poorly made shine.

Plus I have yet to try homemade stuff as good as the store-bought. And in Russia almost everyone has a still to make their own.
