I know we are speculating about how and where these pictures/videos were distributed but wouldn't LE have known about this activity since seizing VDS and Kalpoe computers? I mean they even took AVDS camera, they had some inkling to something it seems. Did it really take an underage girl charging rape for them to take action?
You have to consider how much time went by before the computers, etc, were seized. Plenty of time for a computer whiz to remove many things. It just depends on how good the computer whiz is at cleaning up a pc.

2 caveats/possibilities come to mind
1. Back then van der Straaten was still running interference for joran
2. This stuff was more likely on freddies computer, since he has been copying and distributing it.....
