That is the implication, but that's not exactly how it works. It starts with one payment and then another and another until the money is depleted, then you might get what you paid for or you might not.

ALE operates just like Mexico from what I've seen. Here's an example of how it really works. A young American woman was arrested in Reynosa, Mexico. Her parents paid one corrupt official after another, each time being promised this would get their desired results. Many months later they finally got their daughter back, but not until all their funds were depleted, including mortgaging their home. Sadly, their daughter died a few hours after they got her back. She died of an asthma attack because she had been denied her medication while in the Reynosa jail all those months.

This really makes you wonder about travelling to these so-called tropical paradises doesn't it? Texas is looking better and better. Besides I loved it when I was there.
