actually, NONE of the navy/army/marine/revenue service battle-flags was "official". the enabling legislation never passed out of committee.

the ONLY official flags were the THREE National flags:

1.Stars & Bars (at least 3 variations: 7,11& 13 stars)

2 Stainless Banner &

3. Third National.

I guess they had better things to do, with the war on and all. And just left it up to the service commanders.

The Navy Ensign was the National Flag. By tradition inherited from the Royal Navy, the jack of the US Navy is the union of the ensign. So the Ensign was official, while the Jack was based on tradition. This explains the uniform nature of the CSN Flags(Ensigns.)
