Well considering that Hungary was ruled by Fascists and Romania and Bulgaria were monarchies with fascist prime ministers, I'd say yes. The only country that rebelled against alliance with the Nazis was Yugoslavia (the Serbs to be specific) and overthrew their prime minister for signing an alliance with Hitler.
