VNE would be about a hundred miles per hour. The stresses on the balloon would be pretty extreme by then. Landing safely would be a difficult maneuver if the balloon ripped off -- keep in mind that the "airframe" has the flight profile of a brick, and there is no rudder control. Should I put a speed limiter on the accelerator pedals?
My recommendation would be a VNE of sixty miles per hour. It's a sort of Chitty-Chitty-Bang-Bang, only bigger.
