How about a kill switch put in autos upon manufacture? With satellite tech. these days, ya call up OnStar and say, trigger the switch. Auto dies, end of chase.

The odds that this does not stay in responsible hands means that it is a VERY BAD idea. Before cell phones became cheap, every man I knew who was a father of a college girl was signed up for one if the girl had a long commute. They all had stories of empty cars found on the roadside. Some were probably apocryphal, but it does happen. Having the bad guys being able to pick & choose which cars would 'fail' in the middle of nowhere is not a good idea.
