Those that help the Mexican economy (not "subsidize" but "help") stand on its own two feet and provide jobs to its own citizens, for one. I'm not an expert on the Mexican economy but I've heard that Mexico is infested with thieves, crooked bureaucrats, shakedown artists and rascals that will bleed any honest businessman dry. So wouldn't programs that "help" the Mexican economy be something like tossing good money into a large stinking hole in the ground?

Rife with corruption, thievery, wretched hives of scum and villainy.
