The tests that Gub-mint has been doing recently regarding the use of Predator type drones as well as helium balloons have proven both highly sucessful as well as cost effective way to surveil large tracts of land.

Surveillance is fine.

But drones and balloons do not make apprehensions. And that is where the problems come in.
