No, I believe they are the most likely ones to tell Asa to halt the raids, if Asa himself did not do it on his own.
My take on it is that it's Bush's wish that the interior sweeps be stopped.

It could very easily be otherwise. Rove, Ridge and Asa are on Bush’s team, they don’t need to wait for Bush to get involved. They know what has to be done and can and will do it themselves.
