Yep--both sightings are explained as a result of the Chi-genfunction taking on that Chi-genvalue at that point in spacetime (though of course we can't know its velocity at that point in spacetime--at least that's what I think I remember from Nexii 101 class, though I'm uncertain).
We can know the position of the Chi-genvalue or the speed, but not both at the same time.
