He lied out both sides of his mouth, instigated war, failed to convene a special session of congress in a timely manner, called up troops illegally, authorized expenditures without congressional approval, jailed dissidents for having the audacity to disagree with the warmonger, suspended habeas corpus, refused to abide by decisions of the federal court system, threatened to jail the Chief Justice for failing to agree with Lincoln's interpretation of the Constitution, instituted a policy of waging war on innocent women & children, &c, &c.
