The United States is issuing unusually strong criticism of NATO ally Spain by expressing surprise at its decision to pull out its troops from the U.N. peacekeeping mission in Kosovo. American Deputy Secretary of State John Bolton believes the United States committed a serious mistake when it recognized the independence of Kosovo. He fears such policy may escalate tensions in the Balkans.
