MOSCOW (Reuters) - International monitors say they have spotted a new kind of Russian weapons system in rebel-held Ukraine this week, possible evidence of Moscow's continued interest in Ukraine even as it focuses on Syria. The Organization for Security and Co-operation in Europe, which is monitoring a ceasefire in eastern Ukraine, reported that its monitors had seen a mobile TOS-1 'Buratino' weapons system for the first time. The Buratino is equipped with thermobaric warheads which spread a flammable liquid around a target and then ignite it. It can destroy several city blocks in one strike and cause indiscriminate damage. Only...

When NFL team the New York Jets take to the field at Wembley on Sunday, the US players should feel right at home. Nothing has been left to chance in preparing the Jets for their game against the Miami Dolphins - with the team even bringing their own toilet roll because the British variety is too thin. An astonishing 5,000 items have been brought to the UK by ship for the six NFL teams who will play in London. Among the items being brought to London, according to the New York Times, which spoke to Aaron Degerness, The Jets’ senior...

A teenager took his own life after he was falsely accused of rape, an inquest heard. Jay Cheshire, 17, who was "mature and well-liked", was at the centre of a police investigation which ended in June this year when the alleged victim dropped the charge. But he tried to commit suicide a few weeks later and after being taken to Southampton General Hospital, died on 5 July. An inquest at Winchester Coroners Court, Hants, heard Jay struggled to cope with the false accusations and was "absolutely distraught."

An East End cafe that serves 120 varieties of breakfast cereal -- along with 30 kinds of milk -- has become a surprising flashpoint for protest in a city increasingly polarized between rich and poor. The Cereal Killer Cafe has drawn both derision and big crowds since it opened nine months ago, offering a cornucopia of flakes, pops and puffs from about 3 pounds ($4.50) a bowl. On the weekend, it attracted the ire of anti-gentrification protesters, who surrounded the business with flaming torches and scrawled "scum" on its windows as customers sheltered in the basement. "It is a bit...

LONDON — The desire of Jeremy Corbyn, the new leader of the Labour Party, to scrap Britain’s nuclear arsenal is well known, but when he said on Wednesday that he would order the military not to use nuclear weapons if he were prime minister, it created a firestorm of criticism. It was another indication of the difficulties Mr. Corbyn faces as he tries to remain true to his left-wing beliefs and simultaneously earn credibility as a potential future prime minister of Britain, a permanent member of the United Nations Security Council. And it underscored sharp divisions within the party itself....

At the touch of a red button, an RAF pilot obliterates jihadist militants in Syria with a laser-guided missile – moments after blowing up an enemy warplane that never saw him coming. This is the world’s most advanced stealth fighter jet, which will soon fly secret missions blitzing enemy strongholds. Britain has so far bought eight F-35b Lightning II jets which are set to fly off two UK aircraft carriers, along with American jets, by 2020. The Daily Mail was given access to the cockpit of the aircraft yesterday as a simulator created a scenario in which the warplane would...

Demonstrating a new level of tension with Israel, President Mahmoud Abbas of the Palestinian Authority declared Wednesday that it was no longer bound by the Oslo Peace Accords and subsequent agreements that formed the basis for a two-state solution to the Israeli-Palestinian conflict. In his annual General Assembly speech, Mr. Abbas accused Israel of having violated these pacts, which date back two decades and outline security, economic and other arrangements in the Palestinian territories occupied by Israel during and after the 1967 war. He asserted that there was no reason that the Palestinians should remain faithful to them as long...

David Cameron is facing calls for Britain to pay billions of pounds in reparations for slavery ahead of his first official visit to Jamaica on Tuesday. Downing Street said the prime minister does not believe reparations or apologies for slavery are the right approach, but the issue is set to overshadow his trade trip to the island, where he will address the Jamaican parliament. Ahead of his trip, Sir Hilary Beckles, chair of the Caricom Reparations Commission, has led calls for Cameron to start talks on making amends for slavery and referenced the prime minister’s ancestral links to the trade...

Here are the six components of a comprehensive plan. First, the EU has to accept at least a million asylum-seekers annually for the foreseeable future. And, to do that, it must share the burden fairly – a principle that a qualified majority finally established at last Wednesday’s summit. Adequate financing is critical. The EU should provide €15,000 ($16,800) per asylum-seeker for each of the first two years to help cover housing, health care, and education costs – and to make accepting refugees more appealing to member states. It can raise these funds by issuing long-term bonds using its largely untapped...

Some 2.1 million Audis affected worldwide include 1.42 million in western Europe, with 577,000 in Germany, and almost 13,000 in the US. Czech-based Skoda said 1.2 million of its cars were involved, but has yet to give a country or model breakdown. Separately, German prosecutors started a probe against VW's former boss. Former chief executive Martin Winterkorn will be investigated over "allegations of fraud in the sale of cars with manipulated emissions data," German...
