The father of a black teenager who died after a struggle with three white customers at a West Allis convenience store said Wednesday that the U.S. Department of Justice has agreed to review the case. Craig Stingley, the father of Corey Stingley, said his request for a federal investigation — which could not be confirmed Wednesday night — came before Milwaukee County District Attorney John Chisholm's decision not to issue charges last week. "This is a national issue of no justice for African-Americans," said Stingley, who said the case echoed other cases of mistreatment against young black men. He also...

WASHINGTON – The recent nationwide cold snap isn’t just making Americans uncomfortable. It’s turning some into lawbreakers. The shocking news of state and local regulations that make it illegal to warm up your frozen car is hitting home in Texas, Maryland, Ohio, West Virginia, Colorado, Wisconsin, South Carolina – even some cities in Minnesota. Who knew it could be illegal to run back inside while your car is warming up in winter – in a practice sometimes called “puffing”? Many Americans are getting first-hand experience this brutal winter with the latest manifestation of what some call the “Nanny State.” The...

to Baltimore Museum where it was stolen more than 60 YEARS agoThe story began with one of those improbable tales of an artistic masterpiece uncovered at a flea market. It concluded Friday, the painting still a masterpiece but the story about the flea market all the more improbable. A federal judge has awarded ownership of a disputed Renoir painting to a Baltimore museum, citing 'overwhelming evidence' that the painting had been stolen from the museum more than 60 years ago. Target's disclosure that hackers stole customers' names, home addresses, phone numbers and email addresses suggests that the crime was an inside job, a fraud analyst said Friday. The new batch of stolen identity information -- from up to 70 million additional Target customers -- is not stored on the point-of-sale devices used to pilfer the payment card data, said Avivah Litan, a fraud analyst at information technology firm Gartner. The fact that the thieves got access to a second data source makes it more likely they had the help of an insider.

Much of the Western world will require defaults, a savings tax and higher inflation to clear the way for recovery as debt levels reach a 200-year high, according to a new report by the International Monetary Fund. The IMF working paper said debt burdens in developed nations have become extreme by any historical measure and will require a wave of haircuts, either negotiated 1930s-style write-offs or the standard mix of measures used by the IMF in its “toolkit” for emerging market blow-ups. “The size of the problem suggests that restructurings will be needed, for example, in the periphery of Europe,...

This was not was your typical undercover sting. For starters, it was happening at an Indiana Dairy Queen. And the target was brains. Yeah, a brain bandit. The arrest last month of a 21-year-old suspect uncovered, police say, a macabre scheme to steal the brains of dead mental patients and sell them online. The suspect was peddling some 60 brains. And yes, amazingly there were customers. The arrest in this case also unearthed a few questions. We will try and answer them. Where did the suspect get 60 brains? Suspect David Charles allegedly stole more than 60 jars of brain...

The actor James Franco recently opined in the New York Times that the “selfie” is “one of the most popular ways to post — and garner the most likes from followers.” But it’s not the best way to get away with an armed robbery. Oakland police on Friday released a selfie — a photo a person takes of oneself — that they believe was taken by a man on a cell phone he had just stolen from a woman in August.
