If I understand the Ugandan pastors correctly, and if their view of the bill is closer to its actual legal meaning, then Rick Warren and others would be wrong, as it seems the bill is actually about:
1. sexual battery (rape) of a minor (under AGE 18) is made gender neutral and would, under the bill, apply to boys in Uganda, as it always has to girls in Uganda, and
2. if the offender was HIV positive, then the offense would be a capital offense, which is NOT inappropriate, in as much as the offender has already passed a “life sentence” onto the individual they passed HIV to.
If the thrust of the bill is directed to those under the age of 18, then one could say it is being generous, in that it expects an adult, unlike a minor, cannot plead innocence in choosing to not know the HIV status of a sexual partner. The bill appears to insure that a minor IS legally immune for that stupidity and their adult sexual partners are liable for it.
