<p>In this worst of all budget years, Democrats in Sacramento are maneuvering to keep health care reform alive -- by trying to trade broader health insurance for major changes to the state worker's compensation laws.</p>
<p>The push to provide health insurance for all Californians has been threatened by the lack of money to pay for new programs. That has left legislative leaders turning to employers, who already provide health insurance for about two-thirds of state residents under 65, and asking them to make a deal they may find unacceptable.</p>
