The Federal Reserve on Tuesday took a step toward easing mortgage foreclosures threatening millions of Americans, announcing that it would write down troubled mortgages to keep people in their homes. Fed Chairman Ben Bernanke said the initiative would specifically include $74 billion of assets held in connection with the bailout last year of Bear Stearns and American International Group. The cleanup of Vieques will not be a New Year priority here for the Calderon administration, at least not until after May 1, when the Navy is supposed to end its exercises on the small island, Resident Commissioner Anibal Acevedo Vila has indicated. <p>President Bush has asked Congress to add almost $1 billion in new spending to fund the Transportation Security Administration, fight AIDS, give humanitarian assistance to Palestinians and help Israel fight the war on terrorism.</p>
<p>He sent up the requests, totaling $996 million, late Tuesday as amendments to his spending proposal for the next fiscal year. All 13 appropriations bills for fiscal 2003, which begins Oct. 1, are pending in Congress now.</p>
