A couple has been arrested after allegedly setting a homeless man on fire with fireworks earlier this month. On July 11, authorities say a homeless man was sleeping along the side of a road when he was set on fire by fireworks, which were thrown from an SUV. A Hayward man will break ground on a 9/11 monument Friday, near the old City Hall building. Marine Corps veteran Michael Emerson designed the memorial which will feature four granite monoliths to represent the planes involved in the crash. The monument, on 22738 Mission Boulevard, will also honor victims of the Sept. 11 attacks. This is not Emerson’s first time building a 9/11 memorial. A 17-year-old passenger in a speeding Toyota was killed when the car crashed outside a funeral home on Oakland's Telegraph Avenue on Monday night, according to police. The crash was reported just before 10 p.m. in the 3600 block of Telegraph Avenue in the city's Pill Hill neighborhood. A 17-year-old boy was found dead in a rear passenger seat of the crumpled car.
