Lincoln County, WV - A relatively small county in our region is using a new approach to handle drug overdoses. Some are considering it controversial, but county officials stand behind giving out free NARCAN kits for the public. Lincoln County Day Report Officer, J.L. Frye said Wednesday, "You cannot rehabilitate someone who is dead."
