VENTURA, Calif. (KABC) -- A man was stabbed in the neck while holding his young daughter on his lap while dining at a restaurant on the Ventura Promenade. Ventura police received multiple calls around 9:20 p.m. Wednesday about a stabbing at the Aloha Steakhouse at 364 S. California St. Police said the victim and his wife were having dinner along with their 5-year-old daughter at the time of the attack, which appeared to be unprovoked. Investigators said there was no altercation or contact prior to the attack, and the victim and suspect did not appear to know each other. When...

As president of S.F. Travel, the city’s visitors bureau, Joe D’Alessandro’s job is to promote San Francisco. You’d think he’d be hyping the city’s gorgeous vistas, top-notch restaurants and glorious museums. Sure, San Francisco has great facets worthy of postcards and travel books, but it also has a worsening underbelly that D’Alessandro says he can no longer gloss over. People injecting themselves with drugs in broad daylight, their dirty needles and other garbage strewn on the sidewalks. Tent camps. Human feces. The threatening behavior of some people who appear either mentally ill or high. Petty theft.

SAN FRANCISCO – “You want the down-low? I’ll give you the down-low. These guys will all tell you something different, but the one thing everyone here has in common is that they all do drugs.” I’m talking to a group of homeless men camped out under Highway 101 in San Francisco’s Mission neighborhood, where a half-dozen tents are set up on a wide sidewalk across the street from a Best Buy. The thirtysomething guy who’s telling me it’s all about drugs doesn’t want to give me his name. That’s partly because he doesn’t consider himself homeless—he stays with boyfriends, he...

"Not in my backyard" protests helped block homeless housing in Temple City, delayed it in Boyle Heights and, last month, killed Orange County's plan to relocate homeless people to shelters. Now, Los Angeles officials want to turn NIMBYism on its head — by paying property owners to put houses for homeless people in their backyards. In August, the county Board of Supervisors approved a $550,000 pilot program to build a handful of small backyard houses, or upgrade illegally converted garages, for homeowners who agree to host a homeless person or family. Then in February, Bloomberg Philanthropies awarded L.A. a $100,000...

Want a view of the Space Needle? A group of homeless people built a tent "mansion" in a small patch of grass between Third Avenue and Broad Street. It's a half a block from Seattle's most famous tourist attraction and surrounded by multi-million dollar high-rise condos. "We've got the doors, the couch, the table," said Melissa Burns. She's currently living in the new camp. "We've got the living room here, which is a mess right now because we're still constructing, but we're puttin' up the vinyl to cover it up, make it more attractive." (I mean, you got to keep...

Liberals were in for a surprise when legal Asian immigrant families fought back at their efforts to dump the homeless of Orange County into their ICity of Irvine community, thinking that since they were Asians, they wouldn't complain. Apparently, they complained mightily, as this story in the Los Angeles Times shows: Many of the loudest voices in the movement to block the shelter plan were Chinese Americans who came together through social media apps and various community groups. They were joined by immigrants from South Korea, India, Mexico and the Middle East, along with some whites. They rallied to...

One by one, the buses pulled up to the Orange County Hall of Administration last week carrying posters with messages such as "No Tent City" and "No Homeless in Irvine." Many of the hundreds on board were immigrants, and this would be their first experience joining a political protest. A week earlier, county officials announced that they were considering placing emergency homeless shelters in Irvine as well as in Laguna Niguel and in Huntington Beach. All three cities immediately fought the plan, but the opposition was most fierce in Irvine. Many of the loudest voices in the movement to block...

Bob McElroy strode through the busy entrance of the vast, gleaming-white tent, greeting people right and left. The prominent homeless services provider calls the new structure, located on the outskirts of downtown San Diego, “the Rolls-Royce of tents”. It is double-insulated and has wifi. And it is the sunny seaside destination’s millionaire-funded attempt to get a grip on an emergency that sees thousands of homeless people sleep on its streets every night. The industrial-sized tent holds 324 people in neatly spaced, numbered bunks. People can bring their pets, and 70 dogs also live in the shelter. It offers a bed...

The Los Angeles City Council Friday is considering a motion that would enact a plan to provide housing for every transient in the city, as it continues to grapple with a housing shortage which has spiked rents and sent thousands of people into homelessness. The motion, introduced last month by Councilmen Mike Bonin and Marqueece Harris-Dawson, says there is little evidence that anything is being done to create or improve shelters for the homeless in the city and that a true sense of emergency is needed to deal with the problem.

One day after Orange County supervisors voted to spend more than $70 million to house the homeless, residents in three prosperous cities expressed alarm about a proposal to set up "camp" shelters in their communities. Besides creating permanent housing, the officials' plans call for possible camps in Irvine, Laguna Niguel and Huntington Beach on county-owned land. The Irvine City Council voted unanimously late Tuesday to sue the county to stop the proposal.

Supervisors voted Monday for Orange County to spend $70.5 million on permanent housing for the homeless, and to create temporary homeless camps in Irvine, and possibly in Huntington Beach and Laguna Niguel. The vote comes a week after supervisors committed $20 million toward permanent housing for the homeless. The combined $90 million is likely the single largest appropriation ever committed by the county to fight homelessness, and signals a shift in the county’s strategy to solve the growing issue. The decision came as supervisors admitted that they’ve failed to spend money that’s been available for homeless housing – tens of...

The last official tally from the county was on Feb. 9,...

What happens when homeless people are sent to motels? Some are welcomed, some treated warily, some kicked out Erik Teasley was happy to leave behind the ragtag encampments at the Santa Ana River Trail where he and hundreds of other homeless people had lived until last week, when the county resumed its mass dispersal of an entrenched tent-city community. A comfortable motel sounded good to Teasley, 47. A homeless man from Santa Ana, he’d spent two years sleeping in different spots on the banks of the flood-control channel. But, last week, when he initially was moved away from the riverbed,...

Orange County’s largest homeless encampment is no more. On Monday, following a six-day blitz during which county officials moved 732 homeless people into local motels and shelters, the once-bustling tent encampment sat unoccupied. The last few occupants packed their belongings and left. Sheriff’s deputies guarded locked gates to the flood control channel, preventing people from reentering. -snip- The county attempted to clear the Santa Ana River encampment beginning Jan. 22 so it could conduct an environmental cleanup of the flood control channel. But U.S. District Court Judge David O. Carter suspended that process by granting a temporary restraining order in...

What is behind the explosion of drug addicted, criminal, and mentally ill homeless on California's streets? Democrat policies and politics going all the way up the ladder to California Gov. Jerry Brown and the California Legislature, on up to the Obama administration, and the Obama-Holder prison reform program which subverted the law as well as Congress. The so-called reforms succeeded in promoting crime by decriminalizing many crimes, and reclassifying violent crimes as “non-violent.” Gov. Jerry Brown’s A.B. 109, “realigned” California’s overcrowded prison system, shifting responsibility of repeat, newly classified “nonviolent” offenders from state prisons to county jails. Those released were...
