Changes are coming to Wisconsin's Do Not Call Registry effective Aug. 1, the state Department of Agriculture, Trade and Consumer Protection said Friday. Users will no longer be required to register their phone numbers every two years, and their numbers will be placed on the national list aimed at preventing unwanted telemarketing calls and text messages. Words mean what they say. That's the basis for the decision of the U.S. Court of Appeals for the D.C. Circuit in Halbig v. Burwell invalidating the Internal Revenue Service regulation approving subsidies for Obamacare consumers in states with federal health insurance exchanges. On Wednesday, House Republicans revealed that at least one Internal Revenue Service official believes that it is possible that the agency did not “recycle” all of the hardware and backup tapes on which were stored former IRS executive Lois Lerner’s missing emails. This development may contradict testimony from IRS Commissioner John Koskinen who told members of Congress that none of Lerner’s emails could be recovered.
